ACSM guidelines recommend a target heart rate between 64% and 94%, however this can very based on individuals fitness level and training goals.

Generally speaking, those new to fitness may want to aim for the lower end of the range (50% – 65%) until they have built a sufficient level of cardiovascular fitness.
